FAQ's

Is it legal for schools, cities or counties to finance their purchases? Yes, every state has provisions for political subdivisions to use financing, contractual obligations or lease-purchase instruments to finance personal property acquisitions.

Can municipalities obligate themselves beyond one year? Municipal entities are allowed to enter into contracts which contain non-appropriation provisions. This allows the entity to terminate the agreement if funds are not available at the beginning of the fiscal year.

Is a Lease-Purchase the only option we have? Not at all. At Aqua Financial, we can tailor a financing to match the specific need or requirements of your project.

Does Financing or Leasing have to be bid? No. Financing is considered a professional service and as such there are no statutory requirements requiring a bid process. While government codes vary from state to state, this is the procedure most states follow.
